We love Melissa and Doug toys, but they also have practical items too.  We actually have a set of these scissors from about 2 -years ago and we let our then less than 2 year old use them with ease at the time.  She is now over 3 now and they still work great.  All of our kids actually use them (except the 9 month old :)) and it sets our minds at ease because they are safe for them all to use.
